the awnser is no and no. computers are allowed on all major CC organisations and a pure engine has no chance against a CC player.

The last claim is not correct.

A pure engine clearly has chances against CC players.
part of the CC players even do not use computers inspite of the fact that they are allowed.

It has always been in the tradition of corr. that all available analysis methods and all available chess material can be used. If any corr. organization (not ICCF), group or email chess site puts "engine use is not allowed" into their rules, it just shows that they are not realistic, maybe not even serious. From my viewpoint it would seem like an attempt to recruit naive or simple-minded members who may really believe that they won't get computer assisted opponents. That seems absurd.

many correspondence organizations have a rule that using chess engines for analysis is not allowed and I guess that at least 99% of the people obey this rule.

I got place
#561 out of 76,924  players without using a chess engine for analysis in www.chess.com.

Here is my last game and you can see that both sides did many mistakes based on computer analysis
(not big tactical mistakes but certainly positional mistakes that engines can avoid).
