How does one post here in someone's topic without replying (hitting the reply buttion)?

I'm not sure what you want to do. Was this something that you could do on the old forum, but can't figure out how to do here? If you are referring to quoting, then read the Forum FAQ board.

There should be a button that says "post" when one wants to post (not reply or quote to another's comment) in a thread(topic).
The only button I see is the reply button. The other buttons do nothing in letting me post a comment.
Sometimes I just want to add my two cents without having to actually quote or reply to someone else's comment.

So how do one post here?

You can use the first post as a generic reply to the topic. Your post will then go to the bottom of the thread, just as if you weren't replying to anything.

Even if you hit the "Reply" button in a particular post, it would be clear from what your write if it is a comment on the whole discussion so far, the subject of the discussion in general etc. It can be helpful to see at what point in the discussion such a comment was made, even though it isn't a reply to a particular post. So, just use the "Reply" button for comments of this type. I'm sure that we already have several examples of such comments on the forum.
