The question is that can a engine which is of 3050 elo strong can play at same strength  with out the use of  opening book  may be after some years.?

No. Opening theory can be quite deep so there are moves an engine can't find (or would need a lot of time). Maybe a 4000 ELO engine won't need an opening book :D

Actually Rybka finds many good opening moves already. When I first purchased Rybka 1.01beta I played it against many top engines without an opening book. This is because it didn't come with a book. So I assumed it was meant to play without one (I was fairly new to computer chess). The results were awesome (maybe +10 to +15 out of 50games each in 20min +15sec time setting). It tore both Fritz 8 and Shredder 8 (or 9) to pieces with them using their own opening book. Later when I found out that Rybka was suppose to play with a book I was shocked. I became a diehard rybka fan and still have been ever since. I valued Rybka natural moves more than any available opening theory so much that when Rybka 1.1 came out I made my own special opening book for her. This opening book was composed of moves that she would already do. I just analyzed many games that she played without an opening book and used the moves that she had made to make an opening book. This book covered nearly every reply from Fritz 8 and Shredder 9 (using their own book) for about 20ply(It took me a long time for this).  Thus it wasn't a true opening book but a faster way for her to play the opening she was going to play anyway. And in many games she even took them out of their opening book.
She also scored a little higher due to having more time in the game.
So in my opinion, rybka is not to far from not needing a regular opening book (Even though she can still dominate any single processor engine with using a special book of her own thinking).

Rybka is a good tool to use when creating an opening book.

However, it's going to be a while before she can play as well as a good opening book. The quality of modern opening theory is extremely high - you've got engine analysis, results from game play, and deeply-thought-out human input from all corners of the world.
