How do I use the annoying UCI interface to set up LC0 to use two 2080 ti super GPUs

I have this in backend options:
(backend=cudnn,gpu=0 ) (backend=cudnn,gpu=1)

I do not see a place to set the threads to 4.

Whoever designed the UCI interface needs a spanking

Congrats on your new machine!

1) I am sure you should use "cudnn-fp16" on both GPU's instead of "cudnn"

2) (The green/white king logo on you 'Lc0 configuration' must be Arena, right?)
Arena: Engines (top menu) / Manage... (select) / UCI (tab)
You must have the checkbox for "Common max. CPU cores setting" (means cores/threads) empty/unchecked to set your Lc0/NN's lower than your A/B's.
--See my picture: the 4 there does not do anything at all because the box is unchecked.

You then must set each engine's  'Threads' individually --see my picture.

3) Arena bug (3.5.1 Win10 64, i7 and PhII) if 'Common max. CPU...' is unchecked:
An engine's 'Threads' can flip all by itself to 1', and it can run a tournament that way!

I have switched to Cute Chess GUI because of this (and its draw-setting is better).

Workaround: -I am not sure of my exact procedure but I found one that always worked-
before a tournament: never have more than 1 engine loaded at the main board/screen while doing this, set/reset each engine's Threads again and run for a second or two 'Analyze' to be sure.

Make a file named "lc0.config". Put it into your lc0 directory.
The file should contain this:

#Leela config file
--backend=multiplexing
--backend-opts=a(backend=cudnn-fp16,gpu=0),b(backend=cudnn-fp16,gpu=1)

this is for 2 GPUs
