Or would I be better off getting a single Gigabyte - GeForce RTX 2080 Ti 11 GB WINDFORCE OC Video Card??

Here is a discussion on which graphics card to use:

I think that opinion is divided

If you are going to be running neural networks, you absolutely want something with tensor cores (ie., in practice RTX 20x0; 2080 Ti is great). Even if Leela doesn't support it today (I don't know if it can do the reduced-precision networks needed—I'm on an airplane and can't check easily), I'm fairly certain it eventually will, since the gains are significant.

wouldn't take a Toshiba HD ... their perfomance is not good and seagate or WD are better and more reliable

Why not Ryzen 2990WX; or are you focusing more on GPU than CPU?
I have been using 64 GB on dual-Xeon 36core.

For Leela, you definitely want to put any extra money in the GPU, not the CPU.

Sesse:
That certainly makes sense, if we are confident that lc0 is more important than an A/B engine in long time control analysis, e.g., ICCF.

Well, it's a valid point. AIUI Leela is still too weak to warrant use as a primary engine, although it may of course change.
