What are the lowest possible specs for a laptop/desktop that I can run Rybka 4 and still be able to stream videos/surf the web with?

Someone else might be able to answer this better than I - I tried google the question if any current laptops do not run HT as a built in function. I recently bought laptop with an Intel Core i7-4710MQ processor -ht cannot be disabled -it runs real hot. I can adjust the processor  parameters to 89% power to all processors when the chess engine is at 100 % on all 4 cores its at close to 75-78c the mobo is at 70 where my desktop  mobo is at 30c  with the processor at 100 full power. at around average of 56c per core. Laptops can run hot when you use it for chess.

If you just use it for analysis single core (HT -I suppose that would translate on a 4 core to 2 core. since it is showing 8 threads present.

I use a cooling pad -does it work? With small improvement. Everything helps. I bought the laptop when I was convalescing. It okay for short term use.
