It means the player who is about to play (black here) has a position consisting a 'x' moves that collectively have scored 46.5% of points played.

No, the second number is always the % of drawn games.

Barnard, just in case you didn't notice, this also means that, out of 100 games:

White has won 32 (31.6), drawn 38, lost the rest.

Yes, and besides that two numbers (1. scoring-points-percentage and 2. draw-ratio) Senior Nelson is always giving the color out of which view he is speaking of (which in most cases is the color of the last move, or the move he is refering to)... "White has..." & "...for black"

A very interesting setup in this Semi-Slav-type of position, i like the combined Colle/Zukertort-inspired 5. Bd3 ... 8. b3/Bb2 ... 10. Ne5 and 11. Nd2-ideas... will be interesting to see if a decisive advantage can be worked out here, with Mark's fighting chess, Schachmatt's Hippo and Barnard's Trompovsky the most inspired approach we have seen in this round 1...

thanks...first game white elo was 200 elo points below black's elo,so he was in a big disadvantage...so i dont think white moves can be take with a lot of serious things...

second game seems more interesting

i think your move improves white's  play,and seems far better than Qe2

well, probably e2 is the best square for white queen, but there is no hurry...
