The Association of Chess Professionals is trying to come up with some new rules that discourage draws .. especially the 20 move games. Here is my suggestion. If players draw after 2 games, whoever has the highest ply count as black wins. The same should apply if they both win their games as white. However if they both win their black rubbers then the player with the lowest ply count as black wins.

IMHO, I think they should leave the game as it is. If it aint broke, don't fix it.
If it 'was not broke', ACP would not be seeking a solution.
While this novel, and maybe interesting idea might reduce draws, it would also reduce game play when players are afraid of losing rating points over trivial matters of who was at what depth when the game was drawn. Find a "solution" that also encourages game play and then you might have an idea worth considering.
What is trivial about number of moves made in a game?... when you have a tied situation
