I dont understand the function - please explain by a given example.

Relative to root score works as follows.
Let's say that the current root score is 0.00 and your Project score bounds (PSB) are -50 to +50. This means that IDeA will analyze (extend and create alternatives) for positions in the tree with a score between -50 and +50.
An hour later the root score increases to +0.15. Since the PSB are relative to the root score they are now effectively -35 to +65 (-50+15 to 50+15), so IDeA will analyze positions with a score in that interval.

it makes sense when you want to accomplish something like Dadi says (it could be every time).
Its just a filtering tool. Basically all the time. You dont have to know the root score too use project bound know..
For example -100 to +100 (relative checked on) means you want to expand every move that is at most one pawn eval more or less than root (which is "best" move of subtree)
