I would like to be able to upload a thumbnail size photo for an avatar.  The Specifications for uploading say the jpg must be exactly 50 x 50 pixels in dimensions.  I guess I would need a tool I could hover a square over an image that would:
1. crop - cookie-cutter style. (a square (n x n) pixels cropper).
2. shrink. (to 50 x 50 pixels).
3. save. (to a bin optionally or manually save).
to make exactly 50 x 50 avatars for myself for websites easily.  Is there already such a tool?  I managed to get there manually by approximation in step 1 and via the Windows' Calculator program for step 2, but I thought this was absurd.  No wonder to me that so many forumzi use stock avatars.

Yes, use MSPaint, select Image > Attributes, Width 50 Height 50 and it'll auto crop.

Yes, I tried that, but it crops to the upper-left corner of the image!!

Try on this:

Well, you can try Irfanview, just paste the image, select the part that you want as avatar by dragging inside of it, then do Edit > Crop Selection, then Image > Resize / Resample and set 50 in the bigger number box. For images that are not square you may want to go back to paint and fill in the missing part of the square.

You will end with something like this:
