In your opinion, what is the engine with the best time management? The one that better understands when to think more.
This is a hard one, when you think you've nailed it, you see another engine that makes the previous engine's time management look really bad, but the new time management has flaws, etc.
I suggest you make a table about how fast/slow an engine plays in average at Knock Out time controls, repeating time controls and incremental time controls, then produce games with the engines and see which one adjusts better to your expectation of optimal time management.
If you're lazy, check Fruit (2.3.1), its time control has been praised for its power and simplicity, and it's open source so you can even check the specifics of how it does it.

Unfortunately I'm not a programmer. I was just curious about which engine was more "intelligent" in this area :)

Hiarcs seems pretty good at this
sf 1.9 claims to have made improvements in this area.
I think within this avenue chess programs are just beginning to evolve. Many ELOs to be had here in the future!
I agree! Rybka 4 probably has at least 40 to 50 ELO points by simply improving its time management ... but most likely the largest gain would be in faster time controls.
