A non overclocked system will always use the same default RAM speed, putting faster RAM in the system will not make any difference as it will still run on the lower (default) speed. You have to manually up the QPI (baseclock) to make use of the faster RAM.
The processors mentioned are notebook CPUs. You can't overclock notebooks in a reasonable way.
