Unless you have some very fancy replies to 2.c4 and 2.Nf3 in mind, doesn't this imply that 1...e6 is not the best move?

OTB, only few d4 players play 2.e4 after 1...e6. I guess this is different in correspondence chess, where you don't have to memorize any lines.

I think in Nelson's database 2.e4 is the top scoring move.

How often the move is played OTB doesn't say anything about the move's quality, and I rather trust Correspondence chess usage and the backtracked database results.

Okay, I see what you mean now. My point about how often the move is played OTB was unrelated to the question about its quality, sorry for the confusion.
My other point still stands, though: After 1...e6, white can either transpose into some standard d4 line, or play against the French. If you think that the latter is the better choice, this suggests that you think 1...e6 is not the best.

I said 2.e4 is the best answer after 1...e6, not that 1...e6 is the best answer against 1.d4. I just said that's my choice, because my corr opponents are likely to go for the French, and I like the French better than other standard d4 lines as black.

Heck, Hans Berliner is famously quoted as concluding that it is "almost winning".  I don't think that this conclusion can be supported nowadays, to say the least.

well Donner was a strange guy,by far the best Dutch player at the time and wrote a very funny and good book.THE KING published by NEW IN CHESS,a great fun read and astute comments on the game.He was a real lefty though and to me appeared like a lot of his ilk to not live in real world.

Neither did I.  I know it's in the databases, but I think that ...Ng4 would have been much more consistent with the plan in this variation.  I can say this now because with the bishop retreat, this move is now far less effective.

White with 43.2% and 59.1% draws now.  Not sure if the alternatives are sound, but 15.Rae1, 15.Rfb1 and 15.h3 have all had historically good success rates.  Probably not good outside of engine blitz, though.
